Tie Solar

I have a solar powered light for a clock but it is always on. How can I make it dusk to dawn or work @12 volts
The solar panel is 3 volts now and if possible I would better like to tie it in to my low voltage lighting system
It can be done but you will have to install a on/off switch to the bulb
